 The Texas Mentor Training



Through the Texas HB 2 PREP Allotments, districts receive funding to support mentor teacher stipends and provide access to high-quality mentor training. The Texas Mentor Training is designed for educators mentoring traditional candidates, residents, alternative certification candidates, and first- and second-year teachers. Join this session to learn what the training covers, how it builds mentor capacity, and how districts can leverage this resource to strengthen instructional support and improve teacher retention and effectiveness.

Texas Chapter 228: Preparing for the Content Academies



As part of the Texas HB 2 PREP Allotments, educator preparation programs will be trained on—and expected to implement—the Math Academies, Reading Academies, High-Quality Instructional Materials (HQIM), and the Science of Learning (embedded across the academies). Tracking the Teacher Pipeline: New Evidence on AAT Pathways and Certification Outcomes


Join us for a first look at new research examining how students progress from Associate of Arts in Teaching (AAT) programs into the educator workforce across Texas.


Using statewide administrative data spanning 2012–2023, this study tracks AAT majors through every stage of the teacher pipeline—from degree completion and transfer to educator preparation program (EPP) enrollment, certification, and entry into teaching.


This session will explore key questions, including:

Making the Case for Quality: Aligning Leadership for HB 2 PREP Allotments and Outcome-Based Funding Success


This 90-minute webinar is designed to equip deans of Colleges of Education with the framing, data, and financial narrative needed to effectively “manage up” to provosts and presidents regarding Texas HB 2 PREP allotments and the anticipated outcome-based funding beginning in Summer 2028.


As the funding landscape evolves, EPPs face both opportunity and uncertainty—particularly as allotments transition alongside growing expectations for residency model quality, enrollment pressures, and long-term sustainability. This session will help leaders clearly articulate why intentional investment in program quality is not optional, but essential to securing future funding and strengthening educator preparation pipelines.


Participants will explore how to:

  • Build a compelling case for quality in the context of enrollment decline and system constraints
  • Define what program quality requires in practice, including the critical role of full-time site coordinators
  • Design staffing and capacity models that support residency implementation and scale effectively over a 3–5 year horizon (2026–2029)
  • Estimate upfront investments and ongoing costs needed to sustain high-quality clinical experiences
  • Use data and projections to communicate the return on investment to institutional leadership
  • Translate program design into a strategic funding and sustainability narrative for provosts and presidents


The session will center on practical tools and examples that help deans move from program-level strategy to institutional-level influence—positioning Colleges of Education to secure and sustain millions in future outcome-based funding while strengthening educator preparation quality statewide.

This workshop focuses on building high-quality post-baccalaureate residencies and Alternative Pre-Service pathways. Participants will explore what strong models look like in practice and examine the costs and benefits of each approach, including cost modeling for educator preparation programs, districts, and aspiring teachers.
